16-Line Statements
What are they and why are they important?
Today we had a small group work session following my request to go over the 16-line statements used as part of the budgeting process.
These documents are necessary to arrive at proper figures to be placed in the newspapers as required by law for the public's review. The figures reflect dollars approved for this year as well as dollars projected to be spent and taxes raised for next year.
One of the concerns I shared with the group was that the cash balance shown as of June 30th was about 1.5 million short. This is the amount of dollars that is used for reassessment and for whatever reason was not included in the cash.
I then asked to see the 16-line statement for the reassessment fund that is being closed out. The 1.5 million was not shown there either. The expenses for the rest of this year for reassessment that we will additionally appropriate were not accounted for under line 3.
These items alone made the numbers off and must be included in the proposed 16-line statement for county general.
It is imperative that the Council review these numbers in order to see how much our cash balance will be spent down and to help with decisions on the budget as a whole.
